The Vancouver police department confirmed on Sunday that at least nine people died after a man drove a car into a crowd during the block party celebrating the Lapu Lapu Festival.

The police also stated that it is "confident" that the incident was not an act of terrorism, but that the suspect was "known to police in certain circumstances," although it did not reveal if the 30-year-old Vancouver man had a criminal record beforehand.
